The scheme has been altered following the Appeal Inspectors decision in 2009.
The Pre-Application Images demonstrate how the building heights have been reduced and building footprints altered in response to the scale, bulk and design comments of both the previous appeal inspector, the Council Members and Officers, and comments by local residents who attended the Inquiry.
As you will see the height of the tower (block 1) has been reduced significantly, and the height of the riverside (north) section of block 2 has been reduced.
The footprint of the building has altered, the gap between blocks 1 and 2 has been widened to provide some visual relief when the scheme is viewed from the riverside walkway.
It is important to note that this Visual Impact Assessment has been prepared using the AVR information provided by BCC’s Visual Technology Team to ensure independent verification.
The provision of significant infrastructure associated with the stablisation of the riverbanks which have been significantly eroded are critical to the scheme. The design of the new public realm and riverside walkway which is to be created an important component. High quality external materials and integration of landscaping are essential elements of the scheme.
In terms of external materials, no decisions have been made and the scheme could be faced in a variety of materials as an alternative to the white render that is shown on the images. This might be brickwork or a more recessive cladding/render.
The riverside walkway is now included along the whole length of the site with direct stair links from the street level or via a ramp for disabled users
Planning Obligations
The amendments to the scheme has resulted in the loss of 10-15 residential dwellings. It is anticipated that the scheme will provide 8-10 affordable units and contributions in line with the Councils published formula towards public transport, education and public open space.
Sustainability
The scheme has been designed to reach a minimum of Level 3 on the Code for Sustainable Homes. To achieve greater rating will require an on-site source of renewable energy. Space provision for a combined plant solution has been made although the feasibility of this relies on the completion of the design and cost analysis.
